The Information Technology Manager oversees the District's information technology (IT) infrastructure, systems, applications and coordinates the work of IT, Instrumentation and Controls (I & C), Asset Management, and Geographical Information Systems (GIS).
The IT Manager is responsible for overseeing the District's cyber and continuity requirements, system enhancements, database management, asset management, and automated systems.
Essential responsibilities for this position include:
Leads and develops vision for the Information Technology Department consisting of nine employees; establishes department goals and objectives to align with District goals and objectives; oversees the day-to-day activities of the department, including delegating, coaching, motivating, engaging, and evaluating staff.
Plans, develops, and oversees various programs and projects related to IT, I&C, GIS, and Asset Management System (AMS) application and infrastructure to drive innovation and security.
Maintains a positive work environment, building partnerships and collaborating with other departments and consultants to gain cooperation, support, and achievement of District goals and objectives.
Manages department performance, procedures, policies, compensation, and staffing levels.
Manages and reports on departmental budget, allocations, and forecasts.
Monitors performance of systems and makes recommendations for improvement.
Engages in on-going leadership development process.
Prepares written reports, summarizes recommendations and implementation strategies.
Ensures the District is compliant with local, state, and federal laws, reporting requirements, and other regulatory requirements; works closely with legal counsel as needed.
Stays current on developments in IT, I&C, GIS, AMS, and database design and application.
Makes recommendations and presentations to leadership, Board of Directors, staff, and other organizations as needed; represents the IT Department at Board meetings; attends other meetings as needed.
The ideal applicant will have:
Comprehensive knowledge of the principles, practices, and regulations of information technology.
In-depth understanding of programming, computer science and digital security.
In-depth understanding of client/server technology and network architecture.
Advanced leadership skills with ability to adapt and model high standards of honesty, integrity, trust, openness, and respect for individuals.
Ability to actively listen to understand and objectively coach employees through complex, difficult issues; engage, motivate, direct, develop, challenge, and hold employees accountable.
Strong attention to detail, critical thinking, and decision-making skills.
Strong collaboration, interpersonal, presentation, written and verbal communication skills.
Excellent project management skills with strong ability to prioritize and understand how technology is interconnected and impacts other functions of the District.
Ability to maintain confidentiality and present District policies and procedures in a supportive and positive manner.
Ability to establish, foster and maintain effective working relationships with all District employees, leadership, consultants, governmental officials, and the public.
Preferred
Qualifications:
A Bachelor of Science in Information Technology, Computer Science, Information Systems, or related field.

years progressively responsible IT experience.
Utility environment preferred.
3
years in a leadership role.
Previous experience leading a multi-function team preferred.
Experience leading and managing projects to successful conclusion.
Excellent working knowledge of computer systems, security, network and systems administration, databases and data storage systems, and phone systems.
Knowledge of instrumentation and process controls, automation, programmable logic controllers (PLCs), and radio communication preferred.
Knowledge of GIS and asset management and ability to use GIS software preferred.
Must possess a valid driver's license and pass a background check.
This position is currently eligible for hybrid work after completing a few months in the office to become familiar with the systems and build partnerships with the other leaders, staff, and consultants.

Pay range:
minimum $96,500/yr - $149,500/yr maximum depending on experience and qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
