Summary:
oThis position serves as the VCR Business Manager in the Office of the Vice Chancellor for Research (OVCR).
VCR Business Manager is the subject matter expert responsible and accountable for management and oversite of all human resource and finance related activities for the research administration offices including Regulatory Compliance, Clinical Research Administration, Conflict of Interest Office, HIPPA/Privacy Office, Research Information Technology, Colorado Multiple Institutional Review Board (COMIRB), Environmental Health and Safety (EHS), Office of Research Committee Support (ORCS), Office of Research Development and Education (ORDE), Clinical Research Operations and Support (CROS), Clinical Research Support Team (CReST) and the Office of Research Development and Strategy (ORDS).
This position assesses and anticipates HR and finance related needs.
Formulates partnerships across the HR and finances function to deliver value- added service to management and employees that reflects the business objectives of the organization.
Responsibilities include, but are not limited to:
recruitment, appointment, termination, annual performance evaluation process, relocation, leave records, promotions FMLA and workers compensation.
As well as oversite for journal entries, payroll expense transfers, and finance planning and reporting.
The individual in this position must remain current on policies and procedures for the above tasks and ensure compliance with all university, state and federal guidelines.

Qualifications:
Minimum
Qualifications:
Graduation from an accredited college or university with a bachelor's degree in Human Resource Management, Business Administration, Public Administration.
Bachelor's degree requirement may be substituted for relevant professional experience.
4 years experience in human resources and/or finance operations experience.
4 years experience dealing appropriately with highly confidential and sensitive issues.
Supervisory experience Applicants must meet minimum qualifications at the time of hire.
Preferred
Qualifications:
Experience working in academic healthcare and research setting and managing personnel issues.
Experience working with systems such as Peoplesoft, concur, marketplace Knowledge, Skills and Abilities:
Ability to analyze, interpret, and evaluate a broad range of laws, rules, and regulations in order to exercise good judgment in applying them to human resource challenges.
Knowledge of the professional standards, concepts, and practices of recruitment and selection, employee relations, or organizational development and human resource policy.
Ability to communicate effectively, both in writing and orally, including public speaking.
Ability to establish and maintain effective working relationships with employees at all levels throughout the institution.
Demonstrated commitment and leadership ability to advance diversity and inclusion.
Knowledge of state and university personnel rules, regulations, and policies.
Ability to plan, organize and meet deadlines, work under pressure, and organize multiple projects or tasks.
Ability to independently work and self-regulate multiple priorities/tasks while receiving guidance from supervisor and departments as needed.
Strong analytical and critical thinking skills with advanced problem-solving skills and ability to find creative solutions.
Ability to maintain a high level of confidentiality while working with sensitive information.
Excellent interpersonal skills are required to establish and maintain collaborations and working relationships with the various Research Administration Offices.

Anticipated Pay Range:
The starting salary range (or hiring range) for this position has been established as $74,141 - $95,333.
The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.
This position may be eligible for overtime compensation, depending on the level.
