Summary:
The Program Manager of Human Resources is an unclassified administrative position in the Gates Institute at the University of Colorado Anschutz Medical Campus.
This position serves as one of the Human Resources administrators for the Gates Institute, which includes working closely on HR matters for the Gates Biomanufacturing Facility.
Position is responsible for the oversight and strategy of personnel business management and strategy, workforce planning and employment, human resources development, compensation and benefits, employee and labor relations, and risk management.
With people as our most important investment, this individual will also contribute to the organizational health of the Institute by helping to cultivate leaders, enable positive change management, understand professional development pathways, and encourage high engagement.
This individual must remain current on policies and procedures for the above tasks and ensure the office's compliance with all campus, university, state, and federal guidelines.
The Program Manager is responsible for the oversight of all aspects of university staff, and classified staff personnel administration.
This position provides policy guidance and interpretation on a wide range of personnel issues, including, but not limited, to recruitment, appointment, employee disciplinary actions, termination processing, annual performance evaluation process, relocation, and certifications.
Position will navigate a complex HR environment, with distinct departmental needs within the Gates Institute and works closely with central HR.
Key
Responsibilities:
Responsible for all aspects of university and classified staff personnel administration within the school including recruitment, credentialing, appointment, termination processing, performance evaluation, and workers compensation and risk management claims processing.
Keep current with university and state policies and procedures for hiring, training, evaluating, retaining and dismissing classified personnel.
Write position descriptions and obtain proper classification of positions.
Orientate and train staff.
Lead advisor for the Institute on disciplinary actions, conflict mediation, professionalism for staff Provide consultation on performance of all staff development and oversight of performance plans.
Work Location:
Hybrid - this role is eligible for a hybrid schedule of 1 day per week on campus and as needed for in-person meetings.

Qualifications:
Minimum
Qualifications:
Bachelor's Degree in public administration, public policy, business, higher education administration, social sciences, behavioral sciences or a directly related field from an accredited institution.
Substitution:
A combination of education and related professional HR experience as define in the minimum qualifications may substitute for the bachelor's degree on a year for year basis.

years of human resources experience, with specific responsibility in one or more of the following areas:
personnel administration, recruitment, compensation, employee relations, performance evaluation, and career development.
Applicants must meet minimum qualifications at the time of hire.
Preferred
Qualifications:
University of Colorado human resources experience An advanced degree in the area of business, public administration, education or a personnel-related field Demonstrated experience creating and implementing human resources initiatives.
Higher education experience.
Experience in consulting with internal clients on some combination of recruitment, compensation, employee relations, job evaluation or employee benefits matters.
Knowledge and/or experience in regenerative, cell, or gene therapies HR Certification - SHRM CP/SCP or SPHR/PHR Knowledge, Skills and Abilities:
Strong written and verbal communication skills are required to effectively develop, organize, and present reports, initiatives and trainings to internal and external constituents, including faculty and departmental administrators, staff, affiliates, and campus, university and partner administration.
Strong leadership and management skills Strong organizational skills and the ability to manage complex issues.
Commitment to the principles of diversity and inclusion Proficiency in public speaking Ability to develop, organize, implement HR policies and guidelines.
Establish and maintain effective relationships with faculty, staff, students, and departmental administrators within the campuses, university and school.
Ability to help resolve sensitive and difficult problems involving personnel, using tact, diplomacy, knowledge and sound judgment.

The salary range for this position has been established as:
$61,427 - $82,000.
The above salary range (or hiring range) represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.
This position may be eligible for overtime compensation, depending on the level.
