Building Division Manager

The Building Division Manager directs and manages the Building Division of Public Works and Development. Responsibilities include supervision and administration of the processes and employees involving the permitting and inspection of building construction related activity, to obtain compliance with codes, resolutions, and regulations enforced by Arapahoe County.

Responsible for the day to day operation and performance of the Building Division. Key responsibilities include:
Management of Division Personnel including recruitment and hiring, discipline and conflict resolution, work assignment, training, performance evaluation and feedback, leadership development and coaching.
Performance Management- responsible (in collaboration with the PWD Director) for setting goals for the Division, tracking and reporting progress and meeting those commitments.
Ensuring that policies and procedures that directly apply or support the Division are current and applicable, and have been well thought out and vetted. Identifying where gaps exist and developing plans to address needed policy or procedures.
Division level budget development and monitoring. Exercising control of expenditures to ensure compliance with approved budgets.
Full preparation for one on one meetings with the PWD Director by reporting progress on key goals, identifying issues or challenges and strategies to address them.
Providing key communication to staff from such sources as Division Manager Meetings, Quarterly Communication Meetings, Department Staff meetings as well as others.
Responsive and attentive to requests from the PWD Director, Board of County Commissioners (BOCC)and other key stakeholders.
Provides support to the overall success of the Department and key Department
initiative or strategies.
Determines staff workload responsibilities and resource allocations. Develops and monitors staff responsibilities, duties and resource allocated. Acquires necessary resources for staff to perform functions.
Develops organizational structure; plans/assigns and directs work, establishes major operational goals and objectives, directs implementation, monitors progress, and follows up as necessary.
Performs supervisory functions for assigned professional and clerical employees including work assignment, training, performance evaluation, and employee issue resolution. Exercises discretion with all personnel issues and other sensitive department information.
Supervises work projects directly and through subordinate managers and/or supervisors.
Manages, directs and assigns work methods and procedures by utilization of Accela Automation and/or other software programs.
Provides leadership and management including assigning and reviewing the work of assigned staff.
Provides leadership to ensure a professional, efficient and effective work environment is maintained and fostered.
Ensures all County and Department policies and procedures are followed.
Management of Program:
Researches code requirements, recommends status of construction application, and responds to requests for information based on the County adopted Building Code as well as other regulatory requirements.
Interprets, researches, and recommends regulatory applications of the County.
Provides advice to construction industry professionals concerning building codes, requirements, and modifications/corrections.
Division Representative:
Advocates Division business and policies in study sessions with the Board of County Commissioners.
Represents the County with Board of Review.
May perform inspections of buildings to confirm that the construction is in accordance with the submitted plans, codes, and regulations enforced by the County, reads blueprints and reviews construction plans for general code compliance.
Answers inquiries and technical questions posed by contractors, engineers, architect, and owners; investigates complaints and citizen requests on construction; answers questions concerning code interpretation or inspection techniques.
Represents the County with a variety of private and public association affiliations.
Additional Responsibilities:
Performs special projects and duties as assigned by the Director of Public Works & Development.
Performs other duties as assigned.
Bachelor's Degree in Architecture, Design, Engineering or a related field.
Nine (9) years of progressively responsible experience in construction, building, and or design, in which at least 3 years is in a supervisory position.
(An equivalent combination of education and work experience that satisfy the requirements of the job may be sufficient.)
Certification by the International Code Council (ICC) as a Plans Examiner or the ability to obtain such within one (1) year of hire.
Possession of a valid Colorado Class "R" driver's license or the ability to obtain such within two (2) weeks of appointment.
Knowledge of management and supervisory principles and practices, and the ability to apply it.
Knowledge of construction practices, procedures, and materials; knowledge of codes, laws, regulations, and resolutions related to construction.
Knowledge of proper inspection methods; knowledge of legal practices involved in enforcement of construction codes, laws, regulations, and resolutions. Knowledge of safety rules, regulations, and practices.
Ability to analyze facts to determine appropriate courses of action.
Ability to interpret plans and specifications; ability to prepare reports and maintain records.
Ability to understand and interpret written and verbal instructions; ability to communicate effectively, both verbally and in writing; ability to establish and maintain effective working relationships with elected officials, peers, superiors, subordinates, industry professionals, property owners, other employees, and the general public.
Ability to direct and evaluate the work of others.
Supplemental Information:
This position requires successful completion of pre-employment background and motor vehicle checks.
Works under the general supervision of the Director of Public Works and Development. Supervision received is essentially administrative, with assignments given in terms of broad general objectives and limits. Assignments are general and of a continuing nature, requiring independent judgment and initiative.
Provides direct management over Building Division Supervisor, Permit Technician Supervisor and Plan Examiner staff and is accountable for all division programs and activities which includes building inspection, plans review and building permits.
Contacts are with supervisors, management, peers, subordinates, elected officials, customers, and/or vendors. Contacts require the ability to exercise a high degree of interpersonal skills to influence persons at all levels. Incumbent is accountable for the results of the contact.
Work is performed generally in a standard office environment with occasional exposure to adverse weather conditions, construction site hazards and the hazards associated with driving from one site to another.

Spends 50% of the time sitting and 50% of the time either standing or walking.
While inspecting, spends equivalent amount of time walking, standing, and sitting in order to arrive at, observe, and record the inspection.
During inspections in order to observe all possible factors, spends:
a) up to 20% of the time balancing and climbing on ladders and stairs;
b) up to 25% of the time stooping, kneeling, crouching, crawling, and reaching.
Occasionally lifts, carries, pulls or pushes up to 20 lbs.
Uses cart, dolly, or other equipment to carry in excess of 25 lbs.
Occasionally climbs, stoops, kneels, balances, reaches, crawls and crouches while performing office or work duties.
Verbal and auditory capacity enabling interpersonal communication through automated devices, such as telephones, radios, and similar; and in public meetings and personal interactions.
Constant use of eye, hand and finger coordination enabling the use of automated office machinery or equipment.
Visual capacity including peripheral vision, depth perception, color vision, and far and near acuity in order to observe all elements of a structure or zone and document the results.
Visual capacity enabling constant use of computer or other work related equipment.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
