GPS OCX Mission Assurance Manager

The Raytheon Intelligence, Information and Services (IIS) Mission Assurance organization is seeking an experienced Mission Assurance Manager to lead a team of technical professionals overseeing development activities for the Global Positioning System (GPS) Operational Control Segment (OCX) program in our Aurora, Colorado, office. The GPS OCX Raytheon team is responsible for full lifecycle engineering of the Ground Operational Control Segment of the worldwide GPS system. Combining the key elements of system engineering, software engineering, quality engineering and program management, the GPS OCX Mission Assurance Manager will work collaboratively with the program leadership team to ensure product compliance, software integrity, and system readiness for the GPS customer mission. This leadership role requires strong collaboration and partnering skills, established competency in both engineering and the quality sciences, and hands-on experience with developing and deploying the technical skillsets necessary for flawless program execution. This role also requires excellent prioritization, time management, teaming, communications, and organizational skills. Specific responsibilities include: ? Identification, evolution and sustainment of Mission Assurance touch points across the agile software development process to ensure the technical integrity of work products, identify process improvements, and verify compliance with Raytheon, program and customer requirements ? Establishment and maintenance of an on-program independent assessment capability to ensure product and process compliance through technical reviews, audits, inspections, and verification events ? Review and validation of system and component technical performance through participation in the development process, independent oversight of milestone reviews and technical exchange meetings, and identification of program risks and opportunities ? Analysis of engineering, integration and test metrics to identify trend issues, non-compliances, and development risks with impact to system performance and program execution. ? Creation of strong, collaborative relationships across program organizational boundaries, to include suppliers, DCMA and the GPS OCX customer and user communities, and champion the importance of key mission assurance tenets in the achieving customer success ? Direct supervision of the GPS OCX Mission Assurance team to include guidance and direction to employees, performance development, career and skill development, timekeeping, travel approval and expense reporting, resource scheduling, and oversight of daily tasks ? Management of Mission Assurance resource requirements and staffing needs, to include hiring, training, certification, as well as financial oversight to include Cost Account Management (CAM), Basis of Estimate (BOE) and Estimate at Complete (EAC) approval activities Required Skills: ? 12 - 15 years of demonstrated leadership in quality management, mission assurance, or software engineering in the space and/or space ground systems domain ? Experience with the application of quality engineering fundamentals in software-intensive programs, including root cause and corrective action, auditing, inspection and process improvement ? Demonstrated competency with agile software development methods and automated software design, build and test practices ? Experience with development, integration and change management for Computing Environments, to include hardware/software COTS and Virtualization/Cloud technologies ? Familiarity with software, hardware, and systems quality tools, metrics and processes, and practical experience leading process improvement initiatives. ? Knowledgeable in continuing space ground operations, operational readiness, and user suitability Desired Skills: ? Experience with the application of Mission Assurance methods and techniques in a subcontract management environment. ? Background in system engineering or associated disciplines, including reliability, system safety and verification/validation ? Understanding of Security Information Assurance/Protection concepts and techniques ? Knowledge of C++, Java, and Perl, and software testing, verification, and validation methodologies ? The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
