Description:
SAIC is seeking a COMM Contracts & Acquisition Systems Engineer for our Aurora, Denver facility.
RESPONSIBILITIES:
- Work with government Contracting Officer‚€™s Technical Representatives (COTR) and Contracting Officer (CO) to provide technical and programmatic direction on multiple maintenance and engineering contract in support of a US Government customer.
- Evaluate contractor proposals for technical, cost, and schedule content.
- Develop Statements of Work (SOW) for contract modifications and new contracts.
- Plan and evaluate budget recommendations for contract execution.
- Assist in the day-to-day tactical prioritization of contractor tasks.
- Provide written and verbal evaluations of contractor performance
- Facilitate communications to/from/across multiple contractor teams
- Identify and recommend courses of actions to improve support and operations across multiple locations and organizations
- Evaluate Concepts of Operations (CONOPs), Operating Instructions, and other document to ensure consistency with contract and Senior Leadership direction
- Develop and implement acquisition strategies for future contracts. Identify and evaluate alternative contract implementation strategies. Develop budget profiles, risk, and opportunities for various strategies.
- Effectively communicate advantages and disadvantages of various strategies.
- Draft and coordinate Statement of Work, Evaluation Criteria, and other portions of Requests for Proposal (RFP).
- Participate in source selection activities
- Coordinate with multiple directorates and IC partners to ensure effective maintenance support
- Provide technical and program management support to the operation, maintenance and integration of ground processing systems (hardware and software) for major systems and directly supports Government Project Managers responsible for the acquisition, test, integration and fielding of ground system processing capabilities.
- Support operational government site with responsibilities including: assisting in the development of acquisition strategies and related documentation, performing technical evaluations of proposals to include assessments of Basis of Estimates (BOE‚€™s) and assessments of proposed maintenance approaches, identification and validation of requirements, monitoring of quality plans and monitoring of the cost and schedule performance of the O&M contractor.
- Performs Systems Engineering activities related to Information Technology or Engineering including: concept of operations formulation, requirements definition, analysis and engineering, system analysis, interface and data architectures, validation and verification, systems integration, system & op. performance analysis, lifecycle cost analysis & estimation, and decision analysis.
- Candidate should also possess strong system engineering, interpersonal skills, and analytical problem solving skills.
Qualifications:
REQUIRED EDUCATION AND EXPERIENCE:
- 10+ years of IC experience
- Bachelor‚€™s Degree in Computer Science, Mathematics, Engineering or related discipline
- Excellent interpersonal, leadership, team building and problem solving skills
- Flexible, ability to work tasks with short notice, agile in approaching solution to work within flexible work parameters
- Understanding and Experience at Satellite Ground Stations
- Experience in the development of Statement of Works (SOWs) and in the ability to perform technical evaluations on SOW‚€™s and BOE‚€™s
- Ability to travel CONUS and OCONUS
- TS/SCI w/ Polygraph
PREFERRED QUALIFICATIONS:
- Experience in NRO acquisitions and program management process
- Understanding of Command and Control (C&C) systems and subsystems for varied satellite orbit regimes
- Experience with NRO/COMM,NRO/SED,NRO/GED, and NRO/MOD
- Understanding of and experience with standard systems engineering practices to include systems architecture, analysis and dynamics and system and subsystem characterization
- Understanding of and experience with software engineering practices to include the design, development and maintenance of software applications and evaluation of lines of code

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
